Publisher links don't work in PDF document

I created a publisher document in Publisher 2003, but when I convert the file
to PDF the links don't work. What I am I doing wrong? They are all links
(bookmarks) to other pages in the Publisher same document.

Which PDF conversion program are you using?

I'm having the same problem as Glenda. I use 602 PDF Software (Print 2PDF) to
convert files.
