PWA + SPS jscript error

I have just installed project server 2003 w/ SP1 on a fresh install of
Win2k3 w/ SP1 + SPS 2003 w/ SP1.

I followed this guide:

I can load the basic site and administer basic permissions and
integrate it with active directory. I'm having problems with the links.
Details:

1: "Tasks" redirects to the homepage after flashing a page quickly
2: "Projects" gives this error:
Microsoft JScript runtime error '800a138f'
'rsFields.RecordCount' is null or not an object
/projectserver/Views/PortfolioView.asp, line 234
3: "Resources", "Issues", and "Documents" gives this error:
Microsoft JScript runtime error '800a138f'
'RecordCount' is null or not an object
/ProjectServer/Shell/Shell.asp, line 868
4: "Status Reports" loads fine
5: "Updates" redirects to the homepage after flashing a page quickly
6: "Risks" loads fine with a test project I've been trying to publish
(with limited success)

has anyone seen this? any advice?

Then, using Virtual PC, did a fresh install of Server 2003, WSS 2.0 w/o
the portal server application installed.

I got the same errors.

please help.
