Reference tab greyed out

My reference tab is gbreyed out except for the citation button. Why is this
and what can I do? I did a clean reinstall of Office and made sure that I
installed all parts. The contents of the reference tab is still greyed out.
Please help!! I have a paper due.

What happens if you start Word in Safe mode (hold Ctrl as you start the
application)?

If I start Word 2007 in Safe mode, EVERYTHING is greyed out....not just the
Reference tab.

Does this have anything to do with the message I got every time I closed
Word about 3-4 months back that kept asking me if I wanted to keep changes
that had been made to the global Normal template?

Note that if you start in Safe mode, Word opens without a new blank
document. You will have to create it, for example by pressing Ctrl+N. Then
see if the commands are enabled on the ribbon.

If things do work OK in Safe mode, that indicates that there is a problem
with the Normal template, with an add-in, or with the registry. See also

Hard to tell, as many things you do in Word affects the Normal
template--and, depending on your settings, you may be prompted to save it.
In theory, the issue could be caused by some code causing corruption in the
Normal template.
