Rotating an inserted picture

Can anyone help me find a solution to a challenge that I have been set?

Someone told me that when you insert a picture (not a piece of clipart or any
other WMF), it cannot be rotated without using the standard stuff that comes
with windows (paint, imaging...etc.)

Can it be done using word or excel?

Grateful for any suggestions cos I wanna take this chap down a peg or 2.

You certainly can in Word 2002.

Select the picture and change the properties > layout to anything other than
in-line with text

This will give you a little green handle at the top. Grab that and drag it
in the direction you want the rotation.

If the picture is to remain in line you can use the rotate tool from the
drawing toolbar > draw. Rotate left or right. This turns the image through
90 degrees, but also adds the green handle which you can then use to free
rotate, whilst the image remains in-line.
