safe mode

whenever excel is opened report to MS window opens and receive error that
excel was not closed properly and would i like to open in safe mode. office
2003 pro installed and this is the only application experiencing this issue.
applied SP2 and all updates to no avail. uninstalled/reinstalled office, did
not reapply SP and updates and still get the error. HELP!!
