"same as previous" inactive in footer bar

I can't turn "same as previous" on or off. The button is inactive. I have a document with several section breaks in it. I want to be able to alter the wording or layout of the footer in some of the sections. But when I make a change in one section, the change affects the whole document. The footer bar that appears when I click on View and then Header and Footer clearly shows the different section numbers, but the "same as previous" button is inactive.

Ah! I finally figured it out. After you click on View and then Header and Footer, if you open the Formatting Palette, there is a Header and Footer section where you can edit the header or footer settings. (That section is NOT there if you open the Formating Palette before clicking on View and then Header and Footer.)

Yeah, just like the old H/F toolbar the section only appears when needed.
