Saving 2003 file as 2000 file

Can anyone tell me why a Publisher 2003 file when saved as Publisher 2000
file cannot be opened in Publisher 2000? I created two different files in
Publisher 2003 for a client who only has Publisher 2000 and "saved as" a
Publisher 2000 file. The client can open one file but not the other. Any
help would be appreciated! Thanks
