"Send to OneNote from Outlook" - where in Outlook?

Two of us here at work have installed the "Send to OneNote from
Outlook" powertoy, but (1) there's nothing in the way of documentation
that comes with it, and (2) neither of us can find where it's supposed
to show up in Outlook. I'm told there's supposed to be a button on the
Standard toolbar in Outlook, but it's not showing up, nor is there
anything in any of the menus. (And yes, we're using Outlook 2003 and
OneNote 2003, both SP2.) Any guidance will be appreciated. Thanks in
advance.

Maybe an obvious question, but did you restart Outlook after you
installed the PowerToy? I didn't have to do anything to other than that
to see it.

Obvious, but never hurts to ask, and I take no offense in your asking
either. I do computer support for a living -- since 1982, in one form
or another -- so I know why you asked. ;-)

Yes, still didn't show even after a full system restart. I did the
install while Outlook was closed, actually.

It's showing up on a different system, my computer at home, but won't
show up on either of the two computers at work. Go figure. The only
thing the two computers at work have in common is that NEO (Nelson Email
Organizer from Caelo) is installed. But I've tried it with NEO running
and with it shut down, either way the toolbar item doesn't appear.

Did some further troubleshooting. Found out that on the systems that
fail, the COM add-in is installed, but isn't checked. Checking that box
causes an error: "Not loaded. A runtime error occurred during the
loading of the COM Add-in."

Any suggestions based on this new information?
