Shape Textbox Resizing on Save

Excel 2003 format file in Excel 2007: Why would a shape textbox (not a textbox control) resize (shrink) itself on every save even if the "Resize to Fit Text" option is unselected? It stops doing this when it reaches the last data row regardless of the resize option being "no". If there is no data, it will shrink down to row 1. It does not seem to matter if the sheet is protected or not.
