Show this address list first selection changes back to GAL

I have several users that change their 'show this address list first' setting
to a sub address list other than the GAL that we have setup. When they
logoff the computer and then log back on the show this address list first
setting is set back to the GAL.

They are all running Office Outlook 2003 sp3.

Anyone know why the show this address list first setting is not sticking and
how to fix it?
