Signatures greyed out...

I just finished upgrading a client from Office 2000 to 2003 and now in
Outlook he's not able to add any signatures. The signatures section options
are all greyed out. I checked and unchecked using Outlook or Word as email
editor with no change happening. I checked the security on the local folder
the signature files are written to and he has full rights(created and then
deleted a file in specific folder). My next adventure will be checking system
policies and registry but in the mean time if anyone has any
ideas.......please pass them my way.
