Some subweb work and don't.

I have win 2k and fp 2k.

I have tried "Server Extensions Administrator" and "Internet Services
Manager" to create fp subweb's. Some of the webs I can open with
FrontPage Explorer and some I can't open. With "Server Extensions
Administrator" under "Action" - "New" - "Server Extension Web": create
a suweb and then using "Action" - "New" - "Server Extensions
Administrator": setting permissions the of the subweb and pretty much
every combination of "Action" - "All Tasks" options.

I have compared the "Properties" in "Internet Services Manager"
between the subwebs that work the subwebs that don't, and still
nothing.

Does anybody know what the magic combination is?
