Start Finish Time Dates

I have a project file that I want to track the task start and finish dates
and times. How can I set it so that it defaults to show dates and times for
ALL users that open it. Can I set up for this file to show dates/times for
all users on their desktops?

I know how to use options/views for my desktop . I have MSP 2002

The date format setting is made on the user's computer and does not go with
the project file. You could add a macro to change the settings when the user
opens the file and then change them back when the file is closed.
