Task updates are not reflected on MSP Server (Post SP2)

We've applied the latest Service Packs and still find that some updates to a
work plan are not being shown in the task update pages of Server. (We are
using version 2007)

If the task gets hours added, the updates are OK and the team member can see
the new hours.

However, if the team member updates a task, saves but does not submit. Then
the PM updates the tasks to reduce hours or slip the task, the new updates
are not shown in PWA. The plan has been published and the original hours
saved by the team member are shown in PWA. (Example: Team member updates 8h
task to show 8h actual work and saves but does not submit - PM opens the plan
and reduces the work down to 1h and publishes, the team member task still
shows 8h work along with 8h of actual. The team member should see 1h work
regardless of actual entered)
