Teams Rooms Basic Licence

Hi I have a yealikink phone that is using Teams standard at d the moment but we are getting a notification that from July 1st user using this licence type will be blocked from using the rooms they need to upgrade to a Teams pro or Basic Licence to still be able to access the Teams room, my question is it is the device that needs to have the licence or is it the user that log on to the deceive need to have the licence applied to the user logging on to the device.
