Template Carriage Returns

We use a template with Oracle XML publisher. We have several sets of notes
in a document. We do NOT want the carriage return if the note is blank.
Is there any way to do this? In the example below, if note1, 2 and 3 are
blank, we do NOT want to have 3 carriage returns. We do need the carriage
returns because they are NOT embedded in the notes (yes this would be good,
but quite impossible to fix our many notes.
