Template error? (Publisher 2007; Avery 3268 or 8317)

I'm trying to print my own "Thank you" cards with Avery note cards, product
number 3268. The product is supposed to yield two cards per US letter-size
sheet. The sheets are microperforated to break apart the two cards, and each
card is pre-scored to make it easy to fold into a 4-1/4" X 5-1/2" card. I've
used this same Avery product before (in fact, the very same box) to make
small holiday greeting cards, but at the time I was using a Broderbund
software product that I no longer own. I even have an extra card left over
from that long-ago project, and the card looks exactly as I described.

My issue is not with the Avery product, but with Publisher. When I launch
the blank card on-screen, I have only a single page available to design. That
is, I see only a single page icon below the design pane, where I expect to
see four pages: The cover, the inside left and right (or top and bottom), and
the back. Print preview shows four identical single-sided cards, and that's
what I get when I print a test page. Is Publisher flawed, or have I
overlooked something?

I have read a related thread in this forum, where an MVP told the forum
member how to create a template from scratch. I'm now desperate enough to try
that recipe myself. However, I can not understand why MS-Publisher—which some
say is the best product of its kind—can't display this template properly.

There is no easy way to do this setup in Publisher 2007.

File, Page setup, Advanced button (on the right). Layout type, Folded Card,
select Half-page top fold. Type 4.25 width, Height: 5.5

Publisher will ask about two pages, select yes.

Now comes the tricky part. Insert two pages. You will have to create your
objects on page one, select all, paste them to page three. Everything on pages 2
and 4 will automatically be rotated 90 degrees.

If you want a message on the inside of your card, insert 4 more pages, all
objects on pages 6 and 8 will need to be rotated manually. See print preview.
