Template with protected sections

I have a document template that has certain sections protected. These
sections contain tables with drop-downs. The problem is when you protect
anything, the header and footer is also protected/locked. This header/footer
in this template will need to be updated as the document will be for a
different software feature each time it's used.

Is there a way to prevent the header/footer from locking so they can be
updated without turning protection off and on?
