Text wrapping

I am working on a 16-page newsletter. On at least two pages, a text frame or
picture inserted into another text frame with type in it, will not push the
type aside and allow it to flow normally around the inserted frame or
picture. The new text frame or picture simply lays over the existing type, as
though its a piece of paper taped to a printed sheet. This happens no matter
what setting I make on the Text Wrapping tool.

Yet, on other pages in the same newsletter, an inserted type frame or
picture, when placed into an existing text frame with type, will push the
type aside as it should.

What in the world would make this happen? Deadline is approaching. Thanks
for your help.

Do you have any other objects overlapping the problem text frame? The
only circumstances I know of where the issue you described will occur is
when the text box is completely overlapped by another (transparent)
object; at that point, text wrap gives up completely and ignores all
objects, rather than just the problem one.
