There is a problem establishing a connection with the Web server running Windows SharePoint Services

Project Server 2003 (Service pack 2a) installed on Windows Server 2003 R2
standard edition with Service pack 2, Sharepoint Service 2.0 with Service
pack 3 on the same server. BAckend SQL server 2000. Server name PSProject.

When I login as administrator via PWA, I have :
"There is a problem establishing a connection with the Web server running
Windows SharePoint Services. Contact your system administrator." under both
Risks and Issues.

Previously when I received this message, I ran proxycfg -d -p noproxy
"<local>,PSProject", then everything will be normal again, however, this
time the proxycfg has no effect.

And when I went to Admin; Manage Windows SharePoint Services; Connect to
SharePoint server ; when I click sSve changes, I received Project Server
cannot connect to the specified Web server running Windows SharePoint
Services.
For more information on setting up and configuring Windows SharePoint
Services on a web server, refer to the Microsoft Office Project Server 2003
Installation Guide on the Microsoft Office project Server menu (Start menu,
Programs submenu). and the only option is OK, once I click OK, I am back to
the Connect to the SharePoint Server page.

Project Server seems to be working and running, except the message on the
login page, as I am preparing for upgrading to Project Server 2007, I ran
prescan.exe /all and prescan report ERROR: Failure in the pre-upgrade scan
tool. See the log files for more details. and show where the log files are.
I looked up the log file.
Here are the first two lines:
02/12/2009 15:27:00 Querying SPSite quota and locks on
c83c3995-63c4-4cf1-afe2-6fb000c5f93f
02/12/2009 15:27:00 Error: The site http://psproject cannot be opened. The
site might be corrupted. To fix this problem, delete the site and recreate
it.

So I tried to delete the site and recreate it as described in prescan log
file. But when I tried Delete Site Collection in the central Admin and enter
the url http://PSProject I received Cannot complete this action. Please try
again.

I am at a lost, can someone share some insight how should I proceed?

The most common reason for this is that the account you are using for WSS
Admin in the COM+ object has an expired password, or has otherwise become
disabled. Check the status of the account and try running COM+ tool to
reestablish the identity.

Hi there ,

I dont think the prescan tool wants you to delete the site
collection.It rather needs you to delete the PWA site. Under the SSP
just go and delete the PWA site(s). Then recreate from the SSP. I
would suggest you reboot between the delete and recreate.

Wu, Cheng please also just do a backup, of the Databases and a
Sharepoint Farm backup before you proceed.

Thanks Gary, I tried run PSComPlus.exe and enter the proper Userid/password
(the password was set never expire), and it has no effect.

Since this is WSS V2, how do I delete PWA site and recreate it (from

I dont think the prescan tool wants you to delete the site
collection.It rather needs you to delete the PWA site. Under the SSP
