this document could not be registered

Whenever I open a new or existing document the error message "this document
could not be registered. It will not be possible to create links from other
documents to this document." appears in a dialogue box.

I've tried the suggestion posted - start/run/services.msc however "DCOM
Server Process Launcher" is not on the list. Must it be running? If so, how
do I add it to the list? Any other suggestions?
