Trying to add text to Transition in UML Statechart.

I am trying to draw a UML statechart. I am using the UML Statechart
(Metric) template.

I put transitions on the page, but am unable to enter text (i.e. Events,
guard conditions, etc.) to accompany the transitions. When I attempt to do
so (either by double-clicking the transition arrow and typing, or by
single-clicking it then selecting the text tool) I get the warning "Shape
protection and/or layer properties prevent complete execution of this
command."

My ugly workaround is to create text boxes with the text I want and put them
near the state transition arrow. But that's not really right. Why can't I
attach Event/guard condtion text to the transition arrows? This worked
before on other deployments of Visio.

When you double-click the shape it should bring up the UML Transition
Properties dialog. Have you changed the shape's double-click action?
Does the menu item UML get added to the main menu?
