unable to create new task in outlook

Hi, one of our user is facing the problem where he cannot create a new task.

The error message is:
Please save the task order by clicking Save Task Order on the Actions menu
in the "Task" folder. The view must not be filtered or grouped for Save Task
Order to be available. Could not complete the operation. One or more
parameter values are not valid.

We have tried the following but weren't helpful:

Move the mailbox to different exchange server.

Our environment:
Outlook 2003 SP3
Exchange 2003 SP2

Note: This is only affecting one user at the moment. So i doubt is backend
related.

make the user a new profile and point it at their old .pst file.

We have tried creating new profiles and even tried on running it off
different PC and in the Citrix environment - all produces the same result.

When we point the inbound to an PST files, it works. But problem reoccurs as
soon as we point it to the exchange mailbox.

Any ideas? Thanks.
