Unable to expand folders

When a user opens Outlook for the first he should not get the Unable to
expand the folder. Usually what we have to do is go into Tools > Email
Accounts > View or Change > Change > More Settings > Advanced > Offline File
and Folder settings and recreate the OST file. There always seems to be the %
sign in the box that may be causing this issue.

C:\Documents and Settings\smithk\My Documents\%outlook.ost

I am not sure how to keep this from happening.
