Unable to initialize CLR

I am recieving an error when I try to add Bus. contact Manager database to
Outlook 2003.

The error is:
"Could not initialize CLR. Required Permission can not be obtained." I had
the program running, then started recieving this error. Now, when ever I
open Outlook the message Could not initialize CLR continues to pop-up. I
have to remove BCM to stop the pop-up error message. I have un installed
and re-installed Outlook and BCM, but can not get access to the database. I
have
removed my old database, planning to set-up a new one, however, I still get
this error. I have put my name as a BSMuser and unloaded and reloaded Office
2003. i am running Windows XP Professional and my username is set-up as
admiistrator. Also runing Office 2003 SP1.

ANY IDEAS...Thank you for your Help

Received just the Office 2003 Pro evaluation CDs. And have expereinced
exactly the same problem as you. I cleaned my system of any traces of Office
XP Pro and starteed with a clean installation. But no! The problem comes
back. I have fortunately not purchased Office 2003 yet. And will not
purchase if MS is unable to provide effective support. MS Support refused to
provide support when my Office XP Pro support quota was used up. And they do
not support evaluation software! Well, who cares to buy an upgrade when it
doesn't work. And when help is not available! I thought first that it was
worthwile to upgrade due to the Business Contact Manager, but no! Will
continue to use my good ol' Ecco PIM for now.
