Upgrade to Project 2003 standard: error with global.mpt

Upgrade from Proj 2002 pro to Project 2003 standard. When user logs in (non
admin) receive upgrade dialogue box for global.mpt. No matter what choice is
selected, receive an error with the update / ignore of the update to the
global.mpt file.

"The file "STDOLE2.TLB" cannot be found or contains a VIsual Basic for
Application library that is not valid. Verify the file name is correct, and
then try again...."

If an admin logs on and runs project 2003 first, we do not receive the error.
User has modify permissions to global.mpt in %userdir%.. and in Office
directory.
