Using text boxes under graphics

My client has me doing their bulletins in Word. There are a lot of photos I
need to insert along with text right below them explaining the photos. I have
tried inserting text boxes, sometimes it works, sometinmes not. I sure would
love some consistency. I am using Word 2003. It takes me twice as long to do
anything.
HELP!

Often a borderless table is a simple way to organize photos. You can put
each photo and its caption in a single cell, with rows not allowed to break,
or the photos and captions in separate rows, with the photo row formatted as
"Keep with next."

If you have only a single photo in a column, then insert it In Line With
Text, formatted as "Keep with next," and insert the caption in a text
paragraph below it.

By default, Word inserts graphics In Line With Text, but you can specify the
default text wrapping on the Edit tab of Tools | Options; if yours has been
changed to something other than inline, you may want to change it back.
