Vertical Ruler > Top or Bottom Margin Adjustment

Word 2003 > Vertical Ruler > Top or Bottom Margin Adjustment

There is a small gray separator bar at the top or the bottom which
separates the Vertical Ruler in white from the dark gray Vertical
Ruler that symbolizes the top\bottom margin areas of the page.

Generally I can click on the small gray separator bar and slide it up
or down to increase or decrease the top or bottom margin. I am not
longer able to do this.

Any ideas on how to fix this problem?
