Vexing problem with mail merge line suppression

Has anyone seen this or have a solution?
I am setting up a mail merge to label (5095 nametag). As with many Word
layouts, this is a table with rows representing the data and rows
representing between label spacing.
I have inserted my fields, done the basic formatting, and propagated labels
(I am using a "behind text" graphic in each cell; don't think that's relevant
but just in case).
The labels won't line up with the label sheet, because any empty lines are
being suppressed - the spacing rows in the table are suppressed, and any
empty paragraphs on the labels themselves are being suppressed.

It looks right when non-printing characters are shown, but if that's off or
the document is sent to the printer or print preview, the blank rows and
paragraphs are suppressed.

I suspect it's a compatibility option somewhere, but I'm baffled. Any
suggestions?

Forgot to mention that it is Word 2003 running on Windows XP. I do have some
third party add-ons installed including FlashPaper and SnagIt, which I'm
happy to disable if you think it will help.

I removed the FlashPaper add-in and recreated the document from scratch; it
is now working correctly. Very odd.

That is odd. FWIW I also have FlashPaper on a VM somewhere just in case
but ever since Adobe dropped support for it, it has seemed like a bit of
a dead end. Perhaps scribd/iPaper is a better bet all round.
