Webmail vs. POPmail?

I have two different companies that do business together, so email is very
important.

The problem is, one of the companies email is blocked by the other companies
email. The messages get bounced with the following message:

domainnames have been changed to protect the innocent.....

We thought the adminitrator had set it up to block the other company, but we
can send email from one to the other if we use WEBmail, instead of Outlook.

Does anyone have any idea why? If it were being blocked, wouldn't it be
blocked no matter how if waas sent?
