When saving shared file get a "cannot access the file" message?

We are using Excel 2007 and have a multi-sheet shared file. Sometimes when a
user goes to save the file they receive a message "Excel cannot access the
file (shows the path - which is correct) and lists three possible reasons:
1. The file name or path does not exist (it does because we have not
changed the path or name and sometimes it does save without issue).
2. The file is being used by another program (it is not)
3. The workbook you are trying to save has the name as a currently open
file (this is the only file that we have open with this name).

We ran the same file in Excel 2003 without issue. We converted it to Excel
2007 file by the save as feature and have encountered the problem since using
it as an 07 file type (xlsx). I have recreated it from scratch in Excel 2007
and we have the same issues. Any ideas?
