Why does Excel and Power create lock files that don't get removed

We have a location on the network in which user have file creation
rights but do not have delete rights. So what happens now is the user open up
Excel or PowerPoint it creates the lock file example: ~$test with auto
save.xlsx. The files stay out there and never get deleted unless manually
removed
from the server side. When a user opens a Word document the files are
created but are able to get removed automatically while the Excel and
PowerPoint stay out there and have to be removed manually. I want to know why?

You received a response to your last two identical posts of Oct & Nov.
Perhaps you should try using a newsreader in which you could track your
posts rather than the web interface which is clunky

I never get a message anyone has replied and I reposted because I word the
first post wrong and wanted to reword my question. I am still waiting for
anyone with a valid answer.

The reply notification feature is broken. You'll have to come back and check for
answers to your posts.

I don't know why Word would be able to delete temp files in a directory to which
users don't have delete privileges, but would it make more sense to give the
users delete priviliges on the directory but restrict priviliges on the
individual files?
