Why don't pictures on stationary show up?

I am trying to create new stationary in outlook. I created a document with
many pictures and saved as an HTML. However, even though the pictures show
up in the preveiw, they don't show up when I create a new message. There are
placecards, but no pictures. What am I doing wrong?
