Why is the EULA keep popping up upon startup?

Fed up with EULA

At every start of the Office 2003 apps (Outlook, Excel, Word, etc.), the End
User License Agreement keeps on popping up even though the copy in this new
PC has been activated. To proceed, one would need to click on the Accept
button every single time - a big hassle.

If this is happening under Vista you need to:
1) turn off "User Account Control" UAC
2) accept EULA one more time
3) turn "User Account Control" back on (this is optional - but you'll get
security warnings if you don't.

UAC is located in Control Panel/User Accounts and Family Safety/User Accounts

I tried the process below in Windows 7 Home Premium. It didn't wor
right off. On a hunch, I rebooted the computer then accepted the EUL
again, this time it took.

This works reliably. The problem is you are running your Office apps
from their shortcuts. Go to the Program Files directory and then the
Microsoft Office directory. Find the actual program giving you the
problem (for instance Outlook is "Outlook.exe". Right click on it and
select "Run as Administrator". The program will open. Click to accept
the EULA and close. Your done.

Now when you open from your normal shortcuts, no more EULA.
