why won't the drawing toolbar in visio 2003 display?

I just got a copy of Visio 2003 sp2 on a machine running XP. I must be
missing something very simple, but when I click and unclick the drawing
toolbar (to try to draw a simple line) no change seems to occur. Other
toolbars (format for example) appear and disappear normally when I click
them. I can't find anywhere that the drawing toolbar is hidden or anything
like that.
