"Windows Installer" popup window in MSO2003

When attempting to access various features throughout Office 2003, I receive
a pop up window with a header "Windows Installer" and the following text;

The feature you are trying to use is on a network resource that is unavailable

Click OK to try again, or enter an alternate path to a folder containing the
installation package ‘{0DC0F122-1B1C-11DF-AED6-00C04F022C53}’ in the box below

The box shows: C:\DOCUME~1\Fred\LOCALS~1\Temp\sr1patch\

When browsing the only extention available is .msp (patch file)
I have searched my computer for the file and cannot find it.
