Word is unable to proceed. More than one file necessary to do TC/SC translation

I am using Office 2000 with Service Pack 3 installed.
When I try to use the translation function,
(Tools\Language\Chinese translation) (translate
Traditional Chinese characters to Simplifed Chinese
Characters) The word application alert me with this
error. (Word is unable to proceed. More than one file
necessary to do TC/SC translation is missing.) Is there
any way to use the translation function?
