£ sign displayed as # by 2003

This is wierd but emails sent from my shopping cart sales notification(ASP based to text email), display # where the £ sign should be. Tech support for the cart says they view as pounds on all their machines and on my laptop with Outlook 6, they show correctly as £'s. they are saying it it something to do with how Outlook 2003 reads email characters
I am running Windows XP Pro fully patched on both machines set to UK. All regional and keyboard settings are set to UK English
Can anyone give me a fix please?
