Have two webs one hosted one not. Can I have a link from
the hosted site to open the non hosted site or file; to
open in a target frame it's own window. Thanks.

A hyperlink must point to an internet address in order to
work. Thus both sites would have to be hosted somewhere
on the internet ... either by you or someone else.

You can create a link on your hosted site to point to a
file. This file would have to be present on your site on
your host's server.

I hope I understood and have answered your question. If

Many hosting companies allow subwebs.

This means you have one host, one plan. You make a subdirectory, and
configure it to be your second webpage at no extra cost. Whenever someone
points their web browser to www.2nd_domain.com it's actually pointing to a
sub-directory in www.1st_domain.com. The user can't tell the difference.
This saves you the money of having 2 separate web-hosting plans.

A sub domain or a subweb do not require purchasing a second domain name.
