2002 OUTLOOK TIMEZONE DOESN'T SYNC WITH OS

I have EST (date/time) on the XP OS with daylight savings
& that's fine but all the appointments in calendar are
sent 1 hour ahead.. what's happening is: if i
set "daylight savings" on the calendar time in outlook
("tools,options,calendar options, time zone") it uses the
OS time that already has the "daylight savings" set and
ovelaps on top of that time.. but if i take it off from
the calendar outlook, it sets my OS without "daylight
savings"... and these pc's sync the time over the
network..
try it, i know a bunch of people with this problem..

any ideas??.. couldn't find anything in the knowledgebase
