2003 Slow Speeds

I've got a user who just started to use outlook 2003 and
the speeds are sloooow, he often gets "requested data
from exchange server" messages. If he logs in via
Terminal services with a 2000 interface he's fine. Any
suggestions?

Is he working remotely (VPN, RPC over HTTP, etc. ?) Have you enabled cached
mode?

He's local when it's slow on 2003 via internal Win 2000
network, it's fine while remotely connected.
