2010 - Setting Progress Line to Baseline in Tacking Gantt

I have set the progress line to baseline in tracking gantt but the progress line only picks up the baseline summary tasks and not the individual tasks whereas if I set the progress line to pick up the actual plan, it picks up each individual task.

How do I set the progress line to pick up each individual task of the baseline plan?
