800x600 with FrontPage 2002

The webpage we created with V2002 is viewable as a full
page only at 1024x728 resolution. Viewing the page with a
browser setting of 800x600 requires the user to scroll to
view the whole page. Can FrontPage create a page that is
fully visible at 800x600 without scrolling?

No, FP can't do it. But the author can.
Use fixed width tables for your layout.

Yes. It is up to you to determine the resolution setting when you design the page.
Change your monitors resolution setting to 600 by 800 and edit / create your pages at that setting,
or when you preview in Browser select 600 by 800 as the setting.
