A program that lets a team/organisation manage action items

This is a new program suggestion for the office suite which makes it easier
to record, manage, assign, timeline, archive actions for teams across sites,
nationalities or pods. I'm sure it wouldn't be a major development but handy
none the less. I'm tired of tracking actions/updates in excel files that no
one updates correctly, etc. It would be great if this could be on a central,
online location so that it can be updated in real time. I know that Microsoft
Project could do some of this, but MS Project is too complex for what I have
in mind.
