Accept/Decline buttons missing from Meeting requests

When trying to send a meeting request from Outlook 2002
(on a Win2000) computer to someone using Outlook 98 (on
NT), the meeting request shows up as a regular e-mail.
The Accept, Decline, Tenative buttons don't show up and it
doesn't get put on the calendar.
