Access 2003 SOAP and Runtime

If I use Access 2003 and webservices toolkit to produce an adp project then
use access runtime on the taget machine that doesn't have office 2003 or
access 2003 the web service calls fail because they cannot reference
MSSOAP30.DLL

please help?
