Where are the account settings that include password information? I'm transferring such data from on Mac to another.

If you copy over the Microsoft User Data folder, you'll get everything:
accounts, signatures, rules, contacts, and mail. Or if you already have
stuff set up in the newer Mac, copy just the Entourage 2008 Identities
folder, or even just the relevant identity within that folder.
