Account Verification Failure

We have upgraded to Office 2008 and installed it on new imac's with OS
X 10.5.4.

When I try to Verify an account to the Exchange server I get the
error:

Verifying Exchange account "Verification Failed: "Logon failure:
unknown user name or bad password" (-17900 )

The only way I can fix the problem is to setup the main user as an
admin on the system.

Any ideas on a fix?

Thank You for your reply.

I don't want to give the users Admin access but that is the only way I can get Entourage to Validate with the Exchange Server.
When I use the Parental Control I get the error.
(Verifying Exchange account "Verification Failed: "Logon failure:

I can't find the keychain access file and I ran the keychain repair and it found nothing.
