Action Buttons in 2003

Question: Why does the action button, mouse over tab,
gray out the object action?

Problem: Have "bitmap" map with circle shapes for hot
spots. Mouse over hot spots causes datailed photo to
appear in upper right corner, mouse click another photo
appears in lower left. Trying to do without duplicating
pages as in PPT 2000.

Any hope?????
