ActiveX Error in MS Project 2003

I am getting the following error when I try to open an .mpp in MS Project 2003:

Your current security settings prohibit running ActiveX controls?

I checked my security settings in Internet explorer so that I could download
and run ActiveX controls that are marked safe and redownloaded IE6 with no
luck. Has anyone run into this before?
